House Bill 264 Energy Conservation Program

In 2009 The Brewer-Garrett Company partnered with Champion Local School District in an energy conservation program under HB264 that included lighting retrofits, boiler replacements, building envelope/roof repairs, water conservation and building automation system upgrades.

In the first phase of the project the following energy conservation measures were completed.

Lighting Retrofit
– Removed T-12 34W lamps and electromagnetic ballasts and replaced with more efficient T-8 28W lamps and electronic ballast. Replaced the 400W metal halides in the gymnasiums with High Output T-5 fluorescents.

Boiler Replacement - Replaced old and inefficient non-modulating boiler with a new boiler that has a higher efficiency rating and is capable of modulating to meet the required load. Also replaced or repaired leaking steam traps to increase the efficiency of the heating system even further.

Water Conservation - Installed sensors to regulate the flush cycle of the restroom urinals to flush only after restroom had been occupied, thereby reducing the amount of water used for this purpose.

Roof Repairs – A Duro-Last Membrane roof was installed to fix the leaking roof at the elementary school.

Piping Insulation – Installed insulation on main and branch steam piping from the boiler room to various sections of the school to reduce heat loss.

Building Automation System Improvements – Repaired and recalibrated elements of the current building automation system to institute better control settings, and also provided training of the staff using this system on energy efficiency measures.

Vending Machines – Installed infrared sensors and occupancy timers on vending machines to turn off when no one is in the area, thereby savings energy but maintaining the product’s quality.

Winterized Football Concession Stand – Winterized the pipes in the concession stand and removed the space heaters that were being used to keep the pipes from freezing.

Due to the success of the energy and utility savings realized in Phase 1, Champion Local School District engaged the Brewer-Garrett team to complete Phase 2 of the energy conservation project at the Middle School. This phase included the following measures:

Boiler Replacement – Replaced two old and inefficient gas fired boilers for domestic hot water use with two high efficiency cast iron condensing boilers, two new hot water circulating pumps and one gas fired hot water heater, which improved the efficiency over 92% and significantly reduced maintenance costs.

Computer Infrastructure Upgrades – Installed a server based computer system to achieve savings in energy, operational and repair cost. Desktop computers were replaced with thin client workstations, and scheduled operating hours were instituted to ensure systems are turned off after school hours, as well as on weekends and holidays.
