HB 264 – Commissioning Services

The Brewer-Garrett Company provided Commissioning services for the Cleveland Metropolitan School District. Systems commissioned included services for mechanical, electrical, plumbing per design documents, OFSC Design Manual and OFSC Commissioning Agreement.

Commissioning is a “quality focused process for enhancing the delivery of a project.  The process focuses on verifying and documenting that the facility and all its systems and assemblies are planned, designed, installed, tested, operated and maintained to meet the Owners Project Requirements.”

Brewer-Garrett performed a systematic approach to verify and document the facility systems are functioning and installed as intended. To this end we utilize a process that consists of the following:

1. Commissioning Plan
2. Design Review
3. Pre-functional Checklists
4. Field Observation
5. Functional Tests
6. Training Review
7. Seasonal Testing

The Commissioning Plan details each Commissioning Team member’s roles and responsibilities, procedures for verification of functional performance testing, project organization, staffing and commissioning schedule. The Commissioning Plan is used to develop commissioning specifications that become part of the contract documents.

When developing the commissioning plan, The Brewer-Garrett Company believes it is important to work with the School District, the OSFC Project Administrator, and the Construction Manager to define the process and set expectations for communications, deliverable and schedule. 

We work with the architect and the design engineer to discuss the process, schedule and work with them on understanding the design intent from their perspective.  We also work with this group to assure an awareness of the energy consumption and efficiency of the design and design related decisions.

The Brewer-Garrett Company is committed to the commissioning process and has spoken at many local and state conferences. We have outlined the benefits and need for professional commissioning since being selected as the first approved commissioning agent for Ohio Schools. We have integrated building commissioning into our process for over 20 years.
