Campus-wide Energy Conservation and Management Program
House Bill 251 Compliance
The Brewer-Garrett Company Team was selected by the Cleveland State University to design and install campus-wide energy efficiency and capital improvement projects that will achieve the target 20 % energy consumption and emission level reductions as defined in Ohio Sub. H. B. No. 251, using the alternative method for awarding performance contracts through ORC 3345:61-66.
Cleveland State University’s performance contract scope is a campus-wide energy conservation and management program. The program includes complete design, acquisition, construction, and installation of 13 energy conservation project categories, (with specific energy conservation measures within each category) that will exceed the Sub. H. B. No. 251 target 20 % reduction goals, restore the quality and sustainability of the University’s asset base, and address safety and comfort issues of the University community. Project categories are:
- Demand control ventilation/Building automation expansion and optimization
- Central chilled water plant upgrades
- Lighting
- Mechanical system upgrades
- Water conservation
- Alternative fuel vehicles
- LED
- Campus housing district heating, chilled water supply, domestic heat recovery system
- Steam trap repair
- Computer/print/fax/scan optimization
- Utility metering
- Vending machine control
- Recycling
Commencing in February, 2009, the University began a 24 month construction period to install the energy conservation measures. Post-construction in 2011, the performance period will commence where on an annual basis actual energy and operating savings will be audited and reconciled to contractually guaranteed savings.
