House Bill 300 Energy Conservation Program
The Department of Central Services oversees the many facilities owned by the County. Faced with an aging infrastructure, increased demands for space and serious Indoor Air Quality concerns the County began the process of making facility upgrades and used HB 300 to help finance them. The County utilized a Request for Proposal to obtain information on companies and solutions for the buildings they had targeted for renovations. The selection criteria focused on finding the Company that would provide the best value for the County. Another important aspect was to find a local company that could meet their needs. The Brewer-Garrett Company fulfilled all the qualification criteria and was selected as their contractor/partner.
Variable Frequency Drives (VFD) were installed on the air handling units at the Virgil Brown Building. These VFDs replaced the existing function of the vortex dampers and were able to be networked with the new Building Automation System. These retrofits increased energy efficiency and comfort.
A lighting retrofit was implemented in all three buildings and lighting controls were installed. Sensors were installed to turn lights on/off in less occupied areas. These retrofits improved overall lighting levels while decreasing energy and operational costs.
Each building received a DDC Building Automation System to control all the new equipment and interface with the old. The existing pneumatic controls were renovated to interface with the new automation system. Building systems throughout were retro-commissioned.
