Due to an early agreement termination, the General Services Administration (GSA) found itself with the need for a reliable preventive maintenance provider for four buildings in Cleveland, Ohio:

  • Anthony J. Celebrezze Federal Building
  • Carl B. Stokes US Federal Courthouse
  • Howard M. Metzenbaum US Courthouse
  • Donald J. Pease Federal Building

Through a negotiated RFP process, GSA selected Brewer-Garrett to provide operations and maintenance for the four Cleveland-area federal buildings. Brewer-Garrett was selected based on price factors and past performance.


Brewer-Garrett’s solution features an Operations and Maintenance Agreement that includes eighteen associates who are responsible for all mechanical, electrical, plumbing, and general building maintenance for each building. These services often diagnose and solve equipment problems before they occur.

Brewer-Garrett understands the mission critical operations of each building and provides 24/7 on-site maintenance personnel to ensure system durability, reliability, efficiency, and safety. Preventive maintenance is performed on an ongoing basis and is scheduled with little or no equipment downtime, which is crucial for the notable tenants that reside within these buildings, including:

  • Federal Agencies like the Defense Finance and Accounting Service (DFAS), which provides payment services for the US Department of Defense
  • United States Coast Guard Great Lakes Command Center
  • 6th Circuit US Court of Appeals


As part of this program, Brewer-Garrett provides:

  • Peak performance at all four occupied buildings through 24/7 onsite maintenance to detect early signs of deteriorating performance and predict potential system failures
  • Proactive management of the National Computerized Maintenance Management System, where all work orders are dispatched, completed, and approved
  • An extension of the Federal Government’s team, providing additional back office support that the government did not have access to prior to this program
  • Up-to-date and accurate documentation, with over 14,000 pages that include operations plans and procedures, small business plans, building operating procedures, initial deficiency lists, equipment lists, etc.

Brewer-Garrett has done more for my building in the first five months of this Agreement than the previous company did in five years.
