Brewer-Garrett used the House Bill 153 procurement model to execute a Design-Build lighting, mechanical retrofit, controls upgrade, and interior classroom upgrades project for the improvement of Edison Local School District.

Solution

Mechanical Retrofit
The original steam heating system was replaced with a hot water system. We designed and installed high efficiency condensing boilers, complete with all necessary equipment, piping, and controls. We also installed air conditioning and generated chilled water with a high efficiency air-cooled chiller plant, and new piping was placed throughout the facility.

Interior LED Upgrades
A thorough audit revealed that the existing lighting was not providing the desired outputs, so we upgraded classrooms to LED lighting with occupancy and daylighting controls. Initially, LED lighting was installed only in classrooms, but additional bid-day savings allowed Edison Local School District to install LED fixtures in hallways as well.

Interior Classroom Upgrades
Brewer-Garrett modernized classrooms, with changes that have a big impact on the learning environment. Upgrades included new drywall, laminated windowsills, corner guards, and vinyl baseboards with molded corners. We gave walls and doors a facelift with fresh coats of paint. To boost classroom engagement, we painted dry-erase walls and installed premium acoustical ceilings.

Results

This project was originally phased for over two years, but our design-build team developed a fast-tracked execution strategy that completed the entire undertaking within one year. We also delivered bid-day savings that provided a means for the District to significantly increase the scope of work.
